The version called H7R is generally used in reflector-parabola headlamps, i.e. with clear functional glass rather than fluted; in fact the bulb has a dark band, as shown in the photograph, near the ignition to prevent dazzling.

However, this H7R lamp version is seldom used and is an adaptation to avoid glare in all directions.
